That honour should almost certainly go to what was then Soviet Central Asia, with the sighting as early as the late 1950s. There, the political compromises of the Khrushchev reforms combined with a local ethnic pattern that made each sovnarkhoz identical with a national group ruled by a local nomenklatura composed largely of members of that same national group. The result was a level of economic autarkism that can hardly be explained purely in terms of the operational weaknesses of central planning (Dyker, 1983, esp.

Those features could not prevent the emergence of nomenklatura nationalism, but they could constrain it, and keep it, in a sense, sub rosa.
